For most families we work with, the school decision drives the location decision, not the other way round. The trouble is that the school rankings you find first are answering a different question from the one you are asking.

That last line is why this decision comes first. Choosing the town before the school means choosing the catchment before you know what is in it. Below you can search every school in the country, then work backwards to the neighbourhood.

Two Reasons the List You Found on Google Misled You

Search for the best schools in Portugal and you will get a league table topped entirely by private colleges in Lisbon and Porto. Two things about that list are worth knowing before you act on it.

1It is one of two rankings, and the quieter one disagrees. The 2024 ranking published by PÚBLICO with the Católica Porto Business School contains a second table, the ranking de superação, which measures each school against the results its intake predicts. On raw marks, the top 20 schools in Portugal are all private. On that second measure, 37 of the top 50 are state schools, and 30 of those 37 are outside Lisbon and Porto entirely.

2International schools do not appear in it at all. The ranking is built from Portuguese national exam results. St. Julian's, Carlucci American, the Oporto British School, the Lycée Français and the German schools do not sit those exams, so they are absent. If your child will follow a British, American or IB curriculum, no Portuguese ranking will help you compare options, and you need a different set of questions.

How to use it for a shortlist: Pick your district, sort by Overachievement, and note the state schools near the top. Then switch to Exam marks and see whether they hold up. A school that ranks well on both is doing well with whatever intake it has. Open each one and check the exam count before you take the position seriously.

Why the School Should Come Before the Town

The numbers explain the advice. Of the 106 private secondary schools in the ranking, 64 are in the districts of Lisboa and Porto. That is why every list you find points at those two cities, and why so many arriving families end up house-hunting in Cascais or Foz without ever having compared the alternatives.

Now look at the other table. Of the 37 state schools in the national top 50 for overachievement, 30 are outside Lisbon and Porto. They cluster in Aveiro, Viseu, Viana do Castelo and Braga, districts where housing costs a fraction of the capital and where most relocation guides never send you.

None of this means you should move to Viseu. It means that if the school matters more to you than the postcode, you are choosing from a much longer list than the one you have seen, and several of the options on it are free.

The practical order: shortlist schools, confirm each one has places in your child's year group, then look at housing inside that catchment, and only then sign anything. Your address forms part of the enrolment application, so it is easier to choose a home around a school than to argue a school around a home.

The Three Systems You Are Actually Choosing Between

Families often talk about "public versus private" in Portugal, but there are three distinct routes, and only two of them appear in any ranking.

Age is usually the deciding factor. A six-year-old placed in a Portuguese state school will be fluent within a couple of years and fully inside the system. A fifteen-year-old with two years to national exams is facing a much harder transition, and that is the point at which international schooling stops being a luxury and starts being a practical answer.

The Two Rankings, and What Each One Is Good For

Both tables come from the same national exam results. They ask different questions, and each is useful to you at a different stage.

Exam marks: what the school produces

Average every exam mark and sort. Private schools average 13.23 out of 20 nationally, state schools 11.20. The top 20 places are all private, and the best state school in the country appears at 36th.

This table is largely a measure of intake. It is still worth reading, because if your child is heading for Portuguese university admission, the marks a school produces are the currency that matters.

Overachievement: what the school adds

The superação ranking predicts what each school should score given its students' socioeconomic profile, then measures the distance. State schools are compared with state schools, private with private. The prediction is published for every school, and it sorts as you would expect.

A private college is expected to average above 14 before it teaches a single lesson. Beating the prediction is what this table rewards, and it is the better guide to whether a school is any good at teaching, as opposed to good at admitting.

The two tables disagree constantly. The median school moves 59 places between them, and one moves 426. A school high on both is the safe choice. A school high on overachievement and mid-table on marks is often a strong local school in an ordinary town, and those are the ones worth a visit.

One honest caveat: the overachievement model reads socioeconomic context, so it cannot see selective admission. The two schools at the top of the year 9 overachievement table are music conservatories with entrance auditions. Any school that selects its intake by ability will look like an overachiever in a model that does not know it selects.

What Matters for an Arriving Child That the Ranking Does Not Show

Open any school in the table above and you will find a second layer of data. For a child joining the system from abroad, these columns matter more than the headline position.

  Teachers on permanent contracts. The national average is 77%. A school well below that is rebuilding its staff room every September, which is hard on any child and harder on one still learning the language.

  Repeat rates. The share of students held back a year. In year 10 it runs at about 13.5% in ordinary state schools and 2.3% in private schools without a state contract. A high rate tells you how the school handles students who fall behind, which is the exact risk facing a new arrival.

  Number of exams sat. A position based on 42 exams and one based on 800 are not comparable. Small schools swing violently year to year: one school climbed 356 places in a single year, and three fell more than 310.

  Internal grade against exam mark. Every school awards its own grades alongside the national exam. Nationally the school's grade runs above the exam result in every subject, from +1.33 marks in Mathematics A to +3.98 in Philosophy. A school whose two figures sit close together is marking to the national standard, which is useful to know before you rely on a report card.

  Equity. The share of students on means-tested support who finish the cycle without repeating a year, against the national figure for comparable students. It is a decent proxy for whether a school carries the students who need carrying.

Portuguese Language Support: What Your Child Is Entitled To

A child who does not speak Portuguese is not left to sink. State schools run PLNM (Português Língua Não Materna), Portuguese as a non-native language, which replaces the standard Portuguese subject rather than being an after-school extra. It is a formal part of the curriculum under Portaria n.º 223-A/2018 for basic education and Portaria n.º 86/2025 for secondary.

Your child sits a placement test and is assigned a proficiency level, from beginner (A1 and A2) through intermediate (B1) to advanced (B2 and C1), with an individual support plan alongside it. Children whose mother tongue is Portuguese, including Brazilian nationals, are not placed in PLNM.

Provision does vary between schools, and a school that has taught non-native speakers for years handles it better than one meeting its first. It is a fair question to ask on a school visit: how many PLNM students do you have, and who teaches them.

Foreign school records: Portuguese schools can grant equivalência, recognition of your child's previous qualifications, where you have the documentation. Bring school reports, transcripts and any certificates, translated. Where documents cannot be obtained, a sworn declaration route exists.

How State School Enrolment Actually Works

Enrolment (matrícula) runs online through the Portal das Matrículas, in windows that open by year group between late April and late July. For the 2026/2027 year the calendar ran as follows, and the same rhythm repeats annually.

The four steps

1Get the numbers first. Your child needs a NIF (tax number), a NISS (social security number) and an SNS (health service) number, and you need identification of your own. These take time to obtain and nothing moves without them, so start well before the enrolment window.

2Establish your address. Proof of your home or workplace address is what gives you proximity priority. This is the step that ties the school decision to the housing decision, and the reason to settle your shortlist before your lease.

3Apply online, naming five schools. You list five in order of preference through the portal. Placement follows legal priority criteria: children with special educational needs, siblings already at the school, children of staff, residents of the catchment area, students receiving means-tested support, and proximity to home or work.

4Accept the placement. No child in compulsory education is left without a school. If all five of your choices are full, the education authority places your child administratively, which may not be a school you chose. That is the real cost of applying late or from the wrong address.

Arriving outside the window? Families who land mid-year deal directly with the local agrupamento de escolas rather than the portal, and placement depends on where there is space. Contact the schools on your shortlist directly, and do it before you commit to an address.

Where the Visa Timeline Meets the School Timeline

These two processes run on separate clocks, and families are caught out when they collide. Enrolment opens in late April and the last window closes in late July. Your residence paperwork, your NIF, your bank account, your lease and your proof of address all need to exist before you can make a strong application.

A family that lands in September with the paperwork still in progress is not choosing between the schools in the table above. They are taking whatever place the system can find. A family that started a year earlier is choosing from a shortlist.

Five Mistakes Families Make

  Signing a lease before checking the catchment. Proximity to your address is a placement criterion. A house chosen for the view can put a school you liked out of reach.

  Using the marks table to judge a state school. That table largely measures intake. Judging a state school by it is like judging a runner by the altitude of the track.

  Looking for an international school in the ranking. They are not there. Compare them on curriculum, accreditation, exam results published by the school itself, and how many students leave for the universities you have in mind.

  Underestimating the language transition for an older child. A child of six and a child of fifteen are facing entirely different problems. Age should drive the state versus international decision more than budget does.

  Missing the enrolment window. It closes in July for a September start. Arriving in August means taking what is left.
