First, applications are not interchangeable.
In the United States, jurisdiction is tied to your state, and in some cases your county. Massachusetts is a good example. Some counties are handled by Boston. Others must go to New Bedford. If you choose the wrong one, you will be redirected or refused intake.

In Canada, jurisdiction is tied to your province or territory.
Most provinces map cleanly to one consulate, but Ontario is split. Some applicants must apply via Toronto. Others must use Ottawa. Submitting to the wrong mission can cost weeks.

In the UK, applications are submitted through VFS Global, but even here you cannot choose freely.
London, Manchester, and Edinburgh each serve specific regions. Your VFS appointment location is determined by where you live, even though all applications are ultimately decided by the Portuguese Consulate General in London.

For any Irish not in Northern Ireland, you must apply in Dublin VFS Global.
