IRS (Imposto sobre o Rendimento das Pessoas Singulares) is Portugal's personal income tax. Once you establish Portuguese tax residency (generally by spending more than 183 days in Portugal in a calendar year, or by having your primary habitual residence in Portugal), you are required to file an annual IRS return.
Portuguese IRS rates (2026) are progressive:
These rates apply to Portuguese-source income. Foreign-source income treatment depends on whether a double taxation agreement (DTA) exists between Portugal and your home country, and whether you hold IFICI (formerly NHR) status.
IRS returns are filed online through the Finanças portal (Portal das Finanças) between April and June each year for income received in the previous calendar year.
A key planning consideration for incoming residents: the first Portuguese IRS return covers income from the date of residency establishment — not necessarily from January 1st.
