Portugal Visa Jurisdiction Finder: Where to Apply in 2026

The rule: you apply where you live

Portuguese visa jurisdiction normally follows your habitual residence. Regulatory Decree 84/2007 says that, unless there are acceptable reasons otherwise, a visa application should be lodged in the country of the applicant's habitual residence or through the Portuguese consular jurisdiction covering the applicant's State of residence.

That means your citizenship does not normally decide where you apply. For example, if you are a citizen of one country but legally resident in another, you generally apply through the Portuguese post responsible for where you live. The general national visa document list also asks applicants who are not nationals of the country where they apply to provide proof of regular legal status there, valid beyond the expiry of the visa requested.

There can be exceptional cases where someone applies outside their country of habitual residence, but the rules require the post to consider the reason for doing so. There is no published right to simply choose whichever Portuguese consulate has the easiest appointment.

United States

The USA currently has six VFS Global centres handling Portuguese visa applications: Washington DC, Chicago, Houston, Miami, New York and San Francisco. Chicago opened on 3 August 2026. Applicants in some jurisdictions do not use VFS and instead apply directly to the relevant Portuguese consulate.

Rhode Island is an important exception to older jurisdiction information. The Vice-Consulate in Providence does not process visa applications. Rhode Island residents submit through the Consulate in New Bedford.

Applicants within the Washington Embassy jurisdiction may submit at Washington DC, Chicago, Houston or Miami. Canada

Portugal does not use VFS for the Canadian national visa process according to the official Portuguese sources checked on 2 October 2026. Applications are handled directly by four Portuguese posts, with appointments made through the E-Visa portal.

Ontario is divided between three posts. Ottawa covers Ottawa, Kingston and localities east of, or crossed by, the official Arnprior to Carleton Place to Kingston line, except Cornwall. Cornwall belongs to Montreal, while the rest of Ontario belongs to Toronto. Some towns close to the jurisdiction line are not individually named by the official sources, so confirm with the relevant post before booking if your location is unclear.

United Kingdom

The UK has three VFS centres for Portugal: London, Manchester and Edinburgh. There are two deciding Portuguese consulates, London and Manchester.

The London area uses VFS London. The Manchester consulate's jurisdiction includes Wales, Scotland, Northern Ireland, northern England, the Midlands and the Isle of Man. Official VFS material says applicants within the Manchester consulate's area are eligible to apply in Manchester or Edinburgh. Applications lodged in Edinburgh are forwarded through Manchester before reaching the Manchester consulate.

Wales is within the Manchester consulate's official jurisdiction, although the older VFS county lists do not specifically list Welsh counties. If you live in Wales, confirm the submission centre with the Manchester post before booking.

Ireland

Residents of Ireland apply through the Embassy of Portugal in Dublin. The official Portuguese sources checked for this guide do not show a VFS provider for Ireland. The Embassy directs visa applicants to the E-Visa portal and its online visa appointment system.

Northern Ireland is different because it falls within the jurisdiction of the Portuguese Consulate General in Manchester and therefore uses the UK process.

What happens if you apply in the wrong place

Jurisdiction is not just a suggestion. The Newark consulate states that people who do not reside or study within its three-state area may not submit there. Ottawa says applications from residents outside its jurisdiction will not be accepted, and VFS USA warns that applications from another jurisdiction may be denied.

Fees at submission

The official national visa fee is EUR 110. Consulates convert that amount into local currency, and the exchange rate can change monthly. As one example, the Embassy of Portugal in Washington's consular fee table effective 1 October 2026 listed the EUR 110 national visa fee as USD 126.06 when checked on 2 October 2026.

Where VFS is used, its service fee is charged in addition to the visa fee. VFS's Portugal page for the USA states a service fee of USD 43.91 per application under its fee table effective 1 April 2026, while VFS's San Francisco centre page showed USD 43.08 on 2 October 2026. Check the fee shown for your own centre when booking. In the UK, the VFS service fee shown on 2 October 2026 was GBP 32.85. Canada and Ireland use direct consular submission according to the official sources checked, so there is no VFS service fee in those countries.

Do you have to go in person

Personal appearance is the default under Portuguese visa rules, although the head of a diplomatic or consular post can waive attendance in exceptional, properly justified cases, and the law also contains specific exemptions for certain categories of applicants.

Individual posts and providers can be stricter in practice. VFS UK says every national visa applicant, including children and infants, must submit in person by appointment. Newark requires an in-person interview, and at US VFS centres where a family can use one appointment, all accompanying family members must still be present.

Do not assume that every national visa applicant is required to provide fingerprints. The official material checked confirms biometric collection when applicable, but a specific official rule requiring fingerprints from every national visa applicant could not be verified.

Common questions

Do I apply based on my citizenship or where I live?

You normally apply based on where you habitually and legally live, not your citizenship. If you are applying in a country of which you are not a national, you may need to show proof of your legal status there.

Can I choose a different Portuguese consulate if it has earlier appointments?

There is no published right to choose another consulate simply because it has better availability. Applying outside your normal country or area of residence is an exception that the relevant post must consider.

How many VFS centres for Portugal are there in the USA?

There are six confirmed centres as of 2 October 2026: Washington DC, Chicago, Houston, Miami, New York and San Francisco. Some US residents apply directly to Portuguese consulates instead of VFS.

Where do Rhode Island residents apply?

Rhode Island residents apply through the Consulate of Portugal in New Bedford. The Vice-Consulate in Providence does not process visa applications.

Does Canada use VFS for Portuguese national visas?

The official Portuguese sources checked on 2 October 2026 show applications being handled directly by Ottawa, Toronto, Montreal and Vancouver through the E-Visa portal. They do not list a VFS provider for Canada.

Can UK applicants use either Manchester or Edinburgh?

Does Ireland use VFS for Portugal visas?

Do I always need to attend the appointment in person?
